There are a few ways you could do this currently.
1. If you want true tiling texture functionality, you will have to specify which areas of your terrain it's for and build it with quads.
But most 3d style RTSes don't really do this with terrain, so your other, and likely better option is:
2. Use texture blending to use multiple textures on one terrain mesh via Ogre materials. You can find a couple of references here on the Ogre wiki that should get you started:
